Hi Dan,
Yes it is possible to import a non-titled car from the US - legally. It costs around £150 extra, and you have to buy a shipping title. Essentially, the £150 covers a number of database searches to make sure the car isn't registered stolen, etc - before they issue you an exportation title. Generally I wouldn't recommend a non-titled car unless you have a very good reason (e.g. it's a pilot car, or a car intended for parts). Cheap non titled cars are more likely to have been involved in severe collision damage - and 'losing' the title is a useful way of selling on the problem to someone else.
