Can anyone tell me exactly what this does? ive tried my best to figure it out but getting no where!

I'm pretty sure that's the vacuum feed/return to the Carbon canister evaporator. Part no. 105414.

I'll stand corrected though if this isn't right.

Fuel tank vent line, goes to the carbon cannister which in turn is fed by engine vacuum.
